Highlights
- The country targets to cut its GHG emissions by 41% (below a BAU scenario) by 2030 and to reduce total energy consumption by 16% (compared to 2023).
- It aims to reach a share of 65% of renewables in its electricity capacity by 2035.
- Private companies account for around 3/4 of the power capacity.
- Electricity and gas distribution is in the hand of municipal companies.
- The share of renewables in the power mix has increased by 18 points since 2010, reaching 44% in 2024 (of which 20% is wind and solar).
- In 2024, oil prices were 25-30% lower than the EU average.
- Electricity prices decreased by around 20% for both industry and households in 2024.
- Total energy consumption increased by 6% in 2024, after two years of stability.
- The share of of hydro, wind, and solar in the energy mix rose by 10 pp to 25% in 2024, while the share of coal and lignite decreased by 5 pp to 25%.
- Buildings are the main gas consumers, while oil is mostly used in transport.
- Three units of a nuclear plant are under construction, while the first unit was completed in 2023; their commissioning is scheduled over 2025-2028.
- The solar and wind capacity is expected to increase to 120 GW in 2035.
- Significant amounts of natural gas have recently been discovered in the Black Sea by TPAO.
Institutions & Energy Policy
MENR (Ministry of Energy and Natural Resources; ETKB in Turkish) is in charge of the energy sector and natural resources, and more specifically of implementation of energy policies.
Energy Companies
Oil:
TPAO, Turkish Petroleum Company(Türkiye Petrolleri Anonim Ortakligi), a public company, accounted for more than 50% of the country's production in 2021 (18 mbl). About 30 private companies, two of which are Turkish, share the remainder.
Energy Supply
Resources:
Türkiye has limited oil and gas reserves (50 Mt and 6 bcm at the end of 2024). However, the country holds an estimated natural gas reserve of 1 653 bcm. Its coal and lignite resources (over 6 Gt) are of poor quality and their extraction cost is high (for coal).
Energy Prices
Electricity:
In 2024, electricity prices decreased significantly for both industry and households, reaching €8.7c/kWh (-21%) and €5.1c/kWh (-22%), respectively. In April 2025, EPDK announced an increase in electricity prices of 25% for households and 10% for industry.
Energy Consumption
Total consumption per capita is around 1.9 toe (2024) (of which, around 3 600 kWh of electricity) compared to about 2.8 toe for the EU.
Issues & Prospects
Electricity:
In 2024, Türkiye unveiled its 2035 roadmap for renewable energy, in which it aims to quadruple its wind and solar capacity to 120 GW in 2050.
